Kakashi only said that because Naruto achieved something that him and even Minato couldn't achieve and in terms of that he surpassed him..But that doesn't mean that Naruto can beat him in a 1v1 fight yet..Naruto was still not strong enough except for that one technique..And without PIS, Kakashi ain't losing to wind arc Naruto
